Max Elemental Resist Rounding

So today I was playing around with my Low Life Righteous Fire Scion. I was working on the math for how much ES I would need to be able to run Righteous Fire without Rise of the Phoenix. Turns out it is 13,184 ES to Cancel out the Degen at 82% fire resist. During this I discovered that Max resist can have decimal places. Example: 82.3% Max fire resist.

How I came to this conclusion is, i have 82% fire resist without RotP and was only regening 1 ES per second with RF on. when my friend turned his PoF on, I still had 82% fire resist, but my Regen became higher, maybe around 100 ES per second.

Can anyone else confirm that Max resist have decimal places and are not rounded up or down?

Did you ensure he wasn't doing something else to augment your regen, like having a Shaper's Seed equipped? Rejuvenation Totem? Vitality aura?
Yes, we did check for that, all he did was toggle PoF. That's when we noticed my Regen changing.

is he a guardian? therefore giving you more ES when reserving stuff on mana? also giving you more regen with auras.

This is the only other thing I can think of.

If all he literally did was toggle an aura that doesn't actually change your resistance, which is rounded, then he must be a guardian with specific ascendancy choices.

Also why can't it? you can get like 23% increased Effects from Aura's say you have a level 23 PoF that gives 5%. 5 x 1.23 = 6.15% How do we know that we aren't getting .15% more Resist? And the Character Screen Always rounds down. That's what I'm trying to discover.
We know because GGG has confirmed this years ago. :) If a value is displayed as rounded, it's a rounded value. Resistances are the de-facto example of this.
