Vulnerability and enfeeble cant work at the same time?

so i was using vulnerability and enfeeble as a combo curse but when i activate both only one of them actually worked while the other one was ignored.
the first curse i activate is the one that will actually work, while the secont activation activates and drains my mana. but it doesnt give any actual difference.
