What does "Instant" mean?

The Prayer of Glory ascendancy node in the Guardian tree states "Using Warcries is Instant"
I took this node on my character, HumanTorch and found no difference. I had a .25 second cast time before and after taking the node. Casting a warcry still interrupted my other actions like movement. Instant does mean instant, but that won't stop it from interrupting other actions. I suspect the tooltip doesn't reflect the instant cast time and that the difference between 0.25 s and instant is not really that obvious or useful. See the various Mark posts in this vein.
