How does the "Auto" Networking Mode work?

With Predictive and Lockstep, once you pick one, you can't change it unless you log out of your character. Does Auto bypass this limitation(switching from predictive to lockstep when network circumstances allow) or is it also bound by it.
I can't use Lockstep, so I'm wondering if Auto is a step up from predictive or not.
