Disable Atmospheric Effects

IS there any way to disable atmospheric effects (like rain, blood mist, ect) to improve performance, for those of us us playing on marginal machines?

If there isn't, how difficult would it be to add an option in the settings? I notice a big FPS hit when entering areas with rain, for example, and it seems such an easy fix.

People have been asking for this since either Open Beta in 2013 or not long after it left Open Beta. Don't get your hopes up for it happening any time soon (Maybe 2017 when they finish work on the 64bit version?)

Didn't Russell once say they will NEVER add it? I mean i'm lagging like shit in dominus/docks/whatever areas thanks to rain but i doubt to see this getting another answer than that :/
