Vendor recipe - + physical to bow

Hi

I've noticed older youtube video's show a vendor recipe to build physical weapons, but they aren't working now. Have these recipes changed or is there a minimum Ilvl required.

Bow + blacksmith stone + rustic belt = bow w/+% physical damage.

The belt needs to be magic or rare. Maybe yours is normal? No ilvl requirements according to wiki.
