POE installation is stuck on "initializing"

I tried to install POE:Asendancy on my laptop, but the installation is stuck on "initializing", right after I clicked "I agree term and conditions". Anyone have solution for this issue, please?
BTW, laptop is on Windows8.1 64bit with most recent updates. thank you. Last bumped on Mar 25, 2018, 4:27:41 PM

I think I figured out. I think it would be fixed once I scrolled term and condition to the end, then clieck "I agree" and next. Sorry about the post.

Hello, I am trying to download the beta right now however after accepting the terms and conditions my setup is stuck on
