The Tempestuous Steel - Hits can't be evaded - Bug (?)

Not sure if intended but i'm getting a 96% chance to hit rate shown in the info, shouldn't it be 100%?

Do you dual wield and is the skill your using alternate weapons?

Edit: Or is that your only weapon being used and it still shows as 96%?

Dual wield and i use Frost Blades as skill :)

Ok tested it, it works with an additional shield but a second weapon renders this mod useless.

I was also under the impression that It would make my hits unable to be avoided since other mods read "with this weapon" when it is exclusive. I'm using it in my offhand for earthquake and sad to see the mod doesn't function as written. My hits can be evaded. Is this intentional and a typo or a bug?

It's not. When dual wielding, some skills alternate which weapon hits. Unless the other weapon has the same mod, the hits with the alternate weapon will be evadeable. Some skills only use the mainhand weapon even when dual wielding. In those cases all the hits would be with the weapon that has the mod.

IIRC the rule at play here is: If a mod can be local, it is local unless it explicitly says “global”.
This sounds like global mod honestly. Probably still not fixed bug?

Wait, not really global wording would be "Your hits can't be evaded". This is what mod on Lycoside abd wording for RT says.

I'm using it as southpaw weapon and yes it is bugged according to the way it is written, it is "Hits can't be evaded" and not "Hits can't be evaded with this weapon" and my chance to hit is 96% (not 100%).
If we compare with Lycosidae it should work the same way (like it has been said in previous message).

Moreover, if we compare with others southpaw weapons like Death's Hand, you can still benefit from the mods on the off hand when using only the Main Hand Weapon in DW.

So please GGG fix this or clarify the behaviour at least for the 3.0.0 release.
