Frostblade Juggernaut or Raider?

I'm only playing on Hardcore Perandus League. As the title states, I'm having trouble with picking either Juggernaut or Raider for my Frostblade build. The only reason I'm having this issue is that I know Frostblade can't run reflect maps which is what I want to make it more viable to do. The reasons I have picked the two is simple. With Juggernaut I can get an insane amount of armour, get Vaal Pact, and be able to get 6-7 Endurance Charges. Now with Raider I can always get a bunch of dodge to counteract reflect. With both builds I will definitely be running Blood Rage to help mitigate damage. What I want to know is which build would be better suited for end-game and dealing with reflect assuming they are geared "decently" or if I should just avoid Reflect maps entirely. I will be dual wielding as well unless I have to get a shield for survivability.
