Do elemental penetration stack ?

I just wonder do elemental penetration stack ?

Wanna try arc witch on new league with lighting penetration gem and Agnerod West staff

do 40% penetration from gem and 20% from staff + 5% from tree give me total 65% penetration or they don't stack ?
