Inspired Learning Crimson Jewel 4 notables?

Should't i be able to gain mods?
In the image i have 4 notables but i don't gain any mods from killing rare mosters or if i am i can't see it anywhere.... Am i doing something wrong?  |

You have to have actually put a point in each of the notables for it to work, not just have them within its radius.

Isn't notables all points around? Is it only the big ones?

Notables are indeed the larger ones.
