Can't use health potion when not on full life, doesn't regen to full either

Heres the issue:

As you can see, while my health isn't at 0 I can't use my health potion to heal it back up. It acts like it does when I'm at full health.

If I take some more chaos damage, and my life goes down a bit, I can use my health potion but it doesnt regen up to full. It'll regen up to the level shwon in the bug report number SS, then every time I heal with the potion after taking damage it seems to go down a bit. By the end of the map I get to the level that is shown in the SS on reddit.

As suggested by someone in the reddit thread, I un allocated zealots oath, and my life started regening again back to full. Once re-allocated the same thing started happening again.

Going back to town will set my health to the max, and the process will start over again.
