I just recently learned of it when I came back to the game and sold it thinking I would get -1 level and ended up having to relevel my gem.
Sound the dread alarm, through the primal body! Sound the reveille, to be or not to be. Rise! Stay the grand finale! Stay the reading of our swan song and epilogue. One drive to stay alive! Elementary, muster every fiber. Mobilize! Stay alive!

Only reason I knew about this was because of a friend.

In most cases you'll be able to either buy another same gem from a vendor or from another player for less than 1 regret anyways. For expensive gems this might be useful, but you won't want to delevel any of those I think.

I think they added this in 2.0 so it's kinda new.
