Is there a way to downgrade gem's level?

I was just wondering, is this going to be implemented soon on future patches? If not, has this already been discussed atleast?

Sell your Gem to a vendor with an Orb of Scouring, it will reduce the level by 1.

I think you can... not sure how. Something like selling the gem with a orb of scouring to a vendor or something.
