I completed all quest in 3d act cruel, but door still locked in imperial garden

i have no key in inv.
could i move the key to the trunk? no, i have no keys. could i sell this item to seller or move to stash? i just checked the stash and didt see keys. | |

You can't move it to your stash. Either you never picked it up or you never killed Piety. What does your quest log say?
