Can Void Manipulation scale the Chaos Damage from Apep's Rage?

If you have Void Manipulation linked to something like a Freezing Pulse, will it scale the Chaos damage from Apep's Rage or no because Freezing Pulse doesn't have a Chaos tag?

Skill Gems in general don't have elemental/physical/chaos tags. Void Manipulation should work fine with any added chaos damage (including Apepp's) if the game is going to be at all consistent.
