Vsync NOT working

Ive seen several threads about this shitty vsync and in my case it simply doesn't work.. my screen is a 60hz screen but even with vsync on my fps stutters between 30(in some places) to up to 140 sometimes.. also the game runs like shit and i have an i7-4790k and a r9 290. i love the gameplay but it runs like a turd.

Do you have any video card options set in the drivers?
Those are usually the cause of these types of issues. Both the card and game are attempting to do the same things at the same time and confusing each other. Make sure your video drivers are set to max performance and no other options or features enabled, then the in-game vsync should work. Alternately, you can turn off the game setting and enable a frame-limit in the video card itself to properly sync (60fps). |

I ended up with using the ingame vsync but locking the game at 60fps in radeon settings. also playing on windowed fullscreen. both fps and stuttering are fixed.
