What is the deal with flask reqs?

Flask level requirements are like 20 levels lower than the areas where they drop. The only way to find flasks near your level is to twink, and flasks are easily the best items to twink with given the flask-spammy nature of the game.

Is this intended? If not, when will it change and how? Are the recovery values for flasks you find normally the indended values for a character of that level, or are the indended recovery values the ones from drops and vendors 20 levels higher?
