How do I get the -X to mana cost ring without buying it online?

More specifically, it is guaranteed that once Elreon hits level 4 his shop will have one piece of Elreon jewelry. You can refresh a master's shop by doing their daily mission or levelling them up, so basically you can get one piece of Elreon jewelry per day, although it's luck what it is and how well the mod rolls, and you have to craft it yourself afterwards.
