Tormented Illegal Fisherman?

Ddidnt took a screenshot because ive been a bit too powerful for the area and 2 hitted him,but noticed a new kind of tormented spirit called "illegal fisherman". Anybody knows whats special about him? since he didnt dropped and fishing rod or fishes.

Did you try leading the possessed monster to water? You can't expect a fisherman to drop much until he has a chance to fish.
