Are flask effects consider as a buffs?

I am considering to use Mantra of Flames for my fire spellcaster. I have only 5 buffs so I was wondering if flask effects counts as buffs for this purpose? How about for example Atziri's Promise?

Yes they are.

Buffs are listed at the top left of your screen in the buff panel. Everything that appears there is either a buff or a debuff depending on the properties.

If you use Atziri's promise the damage and resistance buffs will show at the top the screen, granite flasks and movement buffs etc. also count, as for the healing I am not sure. Hope that helps you somewhat.
Flasks are explicitly not Buff Effects, but Flask Effects.
They have a different border than Buffs do in the status monitor.

Inner Force was strong back in the day (Buff Effect on the tree, for those unfamiliar), but it was not that overpowered.

So when I pop up Atziri's Promise does Mantra of Flames add 6-16 (2x 3-8) fire damage to my spells?
It adds zero Fire Damage; Atziri's Promise grants Flask effects, not Buffs.
Buffs have green border. Buffs do not include flask effect, charges, and most of the mods you get from headhunter/inspired unless the mod itself is a buff like haste.

You can easely answer this question by going on the wiki and typing "buff" in the search tool. Here it will redirect on a page that details all you have to know about buff and debuff effect. And at the end you have a § that says that elemental status, flask and charges are not buff or debuff effects.

Or simply search for Mantra of Flames in the wiki.
