So I'm not exactly sure how this was planned, but shouldn't it change all damage types to fire damage?

Either the modifier applies to any Damage dealt, or it applies to a specific method of Damage application; the latter three are all mutually exclusive. Nodes on the tree tend to be specified further with subtyping ('Fire', 'Area of Effect', or 'Minion'), but all will boil down to one of these four modifiers.


The following is what I presume is happening, based on what I have previously learned:
Fireborn cannot apply Spell Damage to Attacks (mutually exclusive), and thus it cannot change Increased Spell Damage to generic Increased Fire Damage: it would be changing the method of Damage application, not the Damage type.

I wasn't hoping it would change into generic fire damage (though honestly before I dropped the gem I hoped it would change ANY damage modifier to fire damage modifier), I thought it'd change into fire spell damage at least, but then I realised there is no such thing as "fire spell damage" anywhere in the game just as there is no "fire minion damage" :D

From you explanation I understand the following (correct me if I'm wrong):

Since spell damage and attack damage are not interchangeable, only damage types, that affect both of these can be transformed into fire damage type.

The gem itself seems to change generic (phy, ele, chaos) damage into fire damage, without removing the restraint (with two-handed, with axe, melee)

That is the way I understand it, yes :)

Also: Spell Damage already applies to Fire Damage (as long as it is dealt through Spells), so Fire Spell Damage would be super redundant anyhow. :p It would only make the node weaker!
It would make the node weaker yes, but if you look at the WED nodes it turns them into Fire damage with weapons nodes, and it also turns All elemental damage nodes into simple fire damage nodes, so it would kind of make sense to turn spell nodes to fire spell nodes.
