so let's say you are in act 1 standing in town then you will see all town portals of your party that are made in the corresponding act.

If your team/party is farming in act2 and you are in act 1, you will have to go to the town of act2 to see there town portals etc.

Simply put you cannot town portal in between act's.

Town portals are the blue scrolls you find along your journey, so if somebody ask's you for one, just open one and say something like "my tp" and they will know what to do.

Killing monsters, same like wisdom scrolls(to identify items)

Just play the game a bit and use the waypoints until you gather some.
They drop quite frequently it's not a rare drop :').
