I can't find the Lady Dialla near the Oyun in highway

there is no Lady Dialla (act4 npc) in highway. there is no one near the Oyun.

" she moves from the top of the tower to highgate after you entered the aqueduct. (never seen her at the aqueduct waypoint). after you enter the mines she moves from highgate to the rapture device and after you finally activated it she moves back to highgate. she probably is at the rapture device ;) age and treachery will triumph over youth and skill!
