That's the impression I was under, but the tooltip on Clear Mind doesn't specify needing full mana. "While no mana is reserved", is the exact wording. Which would lead me to believe that it works as long as you aren't running any "mana reserved" auras. Unless the blood magic passive as a mechanic puts all your mana on reserve.
