Does the skill tree change every new league?

I don't think I have played since 2013 and I have no idea what my account is with the characters on it, but will the skill tree change with the upcoming expansion? I have been looking up builds for version 1.3 and I was wondering if those won't be viable anymore? Also is there a place for patch notes that will have upcoming changes/nerfs to skills? Any feedback would be great, Thank you.

The expansion is bringing the biggest changes I've seen since open beta, and obviously a passive reset. Some 1.3 builds might be doable without major changes, but many of them won't.
The patch notes won't be compiled until the beta has nearly finished - at witch point they will be posted in the patch notes section of this forum.

The skill tree doesn't change very new league, but it does for every major patch. When they change the ree, the give you a reset. The next one will be when 2.0 goes live.

With a month or more to go before Awakening goes live, it will likely to through one or more iterations before then, but it can give you some idea of where things are heading at the moment; In particular, it tells you where the jewel nodes are. (The jewels themselves in the current beta, which you can also look up on that site, seem much more likely to be tweaked than the jewel node locations.)
