Master Crafter T1 Ring/Ammy Mods?

How is it possible for the Master crafts to craft a 5-20% ES/Armor/Ev mod on Rings/ammy yet the 20-22% ilvl 77 is T1, I thought master crafters couldn't craft T1s at all?

Also rings don't have a % roll on Poemods as well, only flat rolls wtf is going on with this

thats because poemods only shows what alterations can roll.

You cant roll %es on rings. Only through the master. Also its a balanced by the very wide range 5-20%

It is not a T1 mod as there normally is no mod like that for rings.

Amulets & Rings both share close to the same T1 Mods, and a 20% ES Ring is so OP compared to any of the other stats you can basically put on rings atm. Also to be able to mod a ring with a non existant stat that is not on the charts is beyond why. According to Poemods you cannot roll a % ES/Armor/Ev stat on Rings only amulets.
