Feedback regarding the block nerf

Since the huge nerf on blocking, I feel especially dual wielders should have another option to get block chance. As with the heralds and auras currently in the game, I thought Tempest Shield should get two siblings, one for dual wield and one for staves (or just two-handed weapons). As with the heralds (and some auras as well), the three blocking skills should have one different element and attribute (color) each.
My friends and I thought of some new skills to increase block chance as well as granting additional bonuses. My own favorites were the “Phoenix Wing” and the “Glacial Aegis”. Just as the Tempest Shield, they should have a mana reservation of 25%.
The “Phoenix Wing” should grant block chance (we thought 3%), and whenever you block, monsters in a small cone in the direction of the attacker are burned and you regenerate life. The burn and the regeneration should either scale with the damage of the blocked attack (about 10%, +1% per gem level), or just be a flat amount. Also, being inspired by the wings of the phoenix, the quality should grant a minimal, but noticeable, global bonus to attack- and cast speed, as well as a minor bonus to move speed (around 0,3% attack- and cast speed and 0,1% move speed per quality). As its attributes, it should be strength (red) with additional dexterity requirement.
The “Glacial Aegis” should, primarily intended for usage with a staff, grant the highest block chance of the three skills (5%), as blocking is one of the strongest defensive parts of a staff build (or at least I think so). Furthermore, the skill deals cold damage and leaves chilling ground in an area around you whenever you block. The base cold damage and the ground ice duration should improve with gem level. The most relevant quality bonus would be local increased area of effect (about 0,5% to 1% should be fine). Being primarily a staff and cold skill, its attributes should be dexterity (green) with additional intelligence requirement.
Adding these skills would require a slight utility buff for Tempest Shield. For example, letting the lightning damage chain (arc) to 2-3 additional monsters, while maybe nerfing the damage a slight bit, would actually make the skill better and still let it be Tempest Shield. Another possibility is changing the quality bonus to grant a little shock chance and/or some stun and block recovery, instead of lightning damage (for example 0,2% shock chance and 1% stun and block recovery per quality).

Dual wielders can still get okayish block, capping it was too easy and the dual wield block nodes were insanely good before 1.3. 2-handers never really could get block and shield users can still get good block if their damage scales with PHYSICAL MELEE.

Spell casters and those who scaled damage with elemental got rekt. They should just swap the physical melee damage bonuses on block clusters to global damage and I'd be cool.

The skill ideas for Tempest Shield's siblings are cool though and I would like to see something like that. However I believe they should be restricted to 1 skill only or they shouldn't grant block chance at all (or reduce the block chance to 1-2% but that wouldn't be cool for anyone who's using Tempest Shield now).
