Does attack speed effect how quickly you can cast certain spells?

As the title suggest, I would like to know if attack speed effect how quickly you can cast certain spells like ground slam. Would I be able to use ground slam quicker if I for example use a one handed weapon instead of a two handed weapon?

Ground slam is not a spell it's an attack but the answer is yes.

The attack speed of melee skills is modified by the weapons speed and increased attack speed mods/nodes you have.
A one-handed weapon might sometimes be slower than a two-handed.

To clarify:

Increased Attack Speed increase the speed of Attack skills. This includes any skill that takes its damage from your weapon, and if you hover the gem, it will have the Attack tag.
eg:

Increased Cast Speed increases the speed of Spell skills. This includes any skill that does not take its damage from your weapon, and if you hover the gem, it will have the Spell tag.
