is Static Strike viable with Hyaon's Fury Legion Sword ?

Static strike damage is based on your physical damage, so no. You want a weapon that hits hard.

I thought the explosions from static strike were based on total damage done.

Please correct me if i'm wrong but my understanding is that if you deal 100 phys, 30 cold, 30 lightning, and 30 fire on hit with Static strike you will create a charge that will deal 133 lightning damage when it expires(190*.7=133).
