Depends on the build. I think that my Cold Crit build does a good job stun-locking most things without many cast-speed passives - crit-chance has seemed more useful. I can see how it'd be great with shock though.
My thought is that the higher the cast speed the higher the strain on mana. Even with a ton of mana regen it can be trouble supporting a four linked spell. With the current squeeze on the mana resource, I think cast speed is best used with totem builds.
generally i would say that faster casting is quite powerful, since it doesn't only give you more dps, but it gives you also quicker reaction time to your surroundings since the casting animation becomes faster. not to mention more chances to apply the status ailment to whatever school of magic you're using.

you can always attach an iron will gem to slow your cast a bit down if your mana regen is not high enough, it will more or less retain all the dps but dishing it out at a slower rate.

Normal playthrough cast speed is awesome, kill almost anything very quickly.

Cruel and merciless you really start to see the advantages or crit chance and crit multiplier.

If you have 2 support gems attached to your fireball, you will see the strain on mana also. Even with clarity and mana regen nodes.

With crit, you do not need nearly as much mana regen, from your passive nodes. you could spend more nodes on defense, which you will need later on in the game. Crit also allows you to ignite which would help damage and negate any energy shield foes you battle.

I am a cold witch. I started with cast speed but ran into defensive problems in cruel act 2, so I respec'd some cast speed nodes, into defense and crit. It helpd my mana regen, overall damage, and defensively as well.

There is a good thread on this exact topic in the witch forum. Search it, it has specific numbers to go along with it as well.
i think it probably depends on the spell, i find myself wanting more cast speed with arc.
