That's a pretty big nurf to arc . same with flame blast , will be a shit ton harder to scale it now ... will need a 5 link corupted to +1 gems ... well i supose the ride is over.
If that ice spear is correct it will be fucked up .. ice spear can be used in it's curent foarm .. WTF ? Spark buff will be alot , only seems like a bit but with the flat 50 % shock the extra damage will aply faster. dual sproker's back in ? From the figures you posted, Ice Spear is boosted by around 90% at level 20...

so...i should have change to cold damage...the ball lightning's buff isnt that much tbh...they need to get a bit more than that...
