BUG 20% Increased Flask Effect Duration not working on Quicksilver Flask

I have gotten my stopwatch out for this one...

My 20% Increased Flask Effect Duration on my belt is not affecting the Quilksilver Flasks.

I have popped the flask 20 times with the belt on and timed....

I have then removed the belt, relogged the game, and popped the flask 20 times without the belt and timed....

Same times ...

Makes me think that Quicksilver Flask is bugged to this modification ...

Please confirm or respond O great and powerful Rory for I am Vexed !

I've tested this issue with
+

and many other flasks, also using stopwatch.
For example on this diamond flask I get only 5 seconds (instead of 4.8+0.2*4.8=5.76 ~ 6sesonds) effect duration (shown in tooltip and checked by electronic stopwatch)

I hate to revive this ancient thread but isn't this still an issue? I was just watching devmoon's stream and he timed it with a stopwatch on his granite and quicksilver flasks and they were not any different with or without the belt mod. I then tested it myself and came to the same conclusion.

Is it that 'Flask Effect Duration' does not apply at all to these special flasks?
I agree. I'd really like to know if it's not working, or what it applies to. This has been bugging me since I first got that unique belt, and I could never find an answer. It would be nice if it worked for granite and quicksilver flasks like how you'd think it should.
BUMP FOR JUSTICE
is it fixed?
This was fixed well over a year ago, in patch 0.10.5, during the open beta.
