What would you use this for? Seems kinda weak for being so rare, unless I'm missing some big piece of the puzzle. Maybe Glacial Hammer or something?

Numerous things, but just to name the most glaring one: The fact that is has over 100% increased elemental damage ... which is a global increase that applies to all elemental damage you do. Same with the leech.

I personally haven't bothered trying to theorycraft a build for it myself, but there is obviously some crazy potential there.

Edit: It also looks like a chocolate Buddha on a stick, which sounds delicious.
