item with +1 level gems / +2 fire gems and empower?

What level is your empower? It should be 1 level higher in the wand. So whatever that level of Empower gives, + 3 more for the fire gem.

Empower isn't an elemental gem, so it won't get the boost from the +2 to Fire Gem Levels. However, it will get the +1 to Gem Levels, so a Level 1 Empower will be treated as Level 2, causing it to give +1 Level to the gem it's linked to. Now, if you put a Fire Gem in the slot linked to it, the Fire Gem will benefit from the +1 Level, the +2 Fire Level, and the +1 Level from Empower, so it would start at Level 5 instead of Level 1. If you kept everything in that wand, your Fire gem would top out at Level 26 as long as it was in that wand.
