Global Critical for non-mathematicians

With the new quiver revealed that adds to Global Critical, I thought I would take a moment to ask what I have always wondered, but which has never been explained in a way I could understand it:

There is a difference between Critical Strike Chance and Critical Strike Multiplier. The question you want to ask is what is Global Critical Strike Chance (that's what's on the quiver). It just means it increases the critical strike chance of any skill you use ( unlike mods that say "increased Critical Strike Chance of Spells" or "of attacks" or "when using a bow", etc. ).
Also, when seen on a weapon without the word 'global', it is local to that weapon only (you will see it reflected in the Critical Strike Chance listed on the weapon where they show weapon damage). Yes, local critical is only spawned on weapons and it modifies its base critical chance. Global critical on gear is just like those increased crit chance passives on the tree, it works on everything.
Here's an example: you have a dagger which has a base crit chance of 8% (it doesn't but it doesn't really matter), it rolled 50% increased crit chance, which is local and has an implicit 100% increased global crit chance. You also use a fireball spell which has a base crit chance of 6%. You also took 100% increased crit chance from the passive tree and another 50% spell crit chance. Local crit chance modifies the base of your dagger by 50% giving it a new value seen in blue letters on the item, it will say 12%, that's your new base. Now, that base gets increased by that 100% global and 100% from tree which stacks for a total of 200% increased. So, your final crit chance with dagger attacks will be 12% increased by 200%, which is 36%. You fireball will be affected by 200% global crit chance and 50% spell crit for 250% total increase. Applied to base of 6% that's 21% final crit chance with fireball. Wish the armchair developers would go back to developing armchairs.
