Vendor recipe as gem sink: Use gems to de-level a leveled gem

So I looked around my stash and found a couple of higher level gems that I could have used on a lowbie if not for them already being leveled. I know about the scouring + leveled gem recipe, but it seems a waste of a scouring to do so.

Hence, my suggestion: Leveled gem + X number of level 1 gems = Decreased level of leveled gem by X, until leveled gem reaches 1 itself.

Not sure if this will upset any game balance. Feel free to point out if so, otherwise, it seems to be a nice use for all the gems that people don't bother picking up.
