Elemental Equilibrium and very low damage, rounding to 0?

I was wondering if damage can get rounded down to 0, and thus not trigger elemental equilirium. For example, attack does 1 lightning damage, but the enemy has lightning resist or you have a damage reduction from Greater Multiple Projectiles or something. Is your damage ever going to get rounded down to 0 and never trigger elemental equilibrium?

In the case of a damage reduction from a support, that's already included in the listed damage on the skill. But resistances can reduce damage to 0, yes, in which case EE will see that you did not deal any damage of that element.

Thank you for your response. This seems consistent with what I was noticing while playing yesterday. I was using a level 1 wrath and it didn't seem that my character was always triggering elemental equilibrium. Do you know what net damage (after my damage reduction and enemy resists) I need to do in order to deal at least one damage? Is it just a simple less than .5 rounds to 0 and .5 or more rounds up?

Also, does the tooltip display tell me the actual damage I deal, or is there some decimals that are used in damage calculation that I also need to worry about? For example, with my level 1 wrath (1-9 damage), my Quill Rain (50% damage effectiveness), and passives (+18% ele damage), the tooltip is telling me I deal 1-6 lightning damage. What I'm really concerned about is if that low end actually is 1 damage or some decimal that I can't actually see because the tooltip only displays integers.

minimum tooltip values can be rounded down to 0, it will say something like "up to 6 lightning damage"

your only option is to get more elemental damage untill you get at least 1 damage after resists are factored in i've found that if i get up to around 5 minimum damage it affects all mobs, even highly resistant ones.
