Question about servers

Hi
I just have a question about the servers. Are the "Singapore" servers located in Singapore or are they just there for SEA people. And are the American servers located in America? " I have read that Australians have much lower ping on the singapore server :) It is definatly not only for SEA. Proud 5th duelist in the Jul 1 2012 Ladder Race and in the Nov 3 2012 Solo Turbo Race :D
