twilight strand waypoint not there

I am playing solo (am now in Ruthless Lvl 45) and decided to create a new character. No problem EXCEPT the waypoint that is supposed to be at the very start is not there. The circle for it shows on the World map when you step on the portal in town but of course it won't activate because the waypoint is not there.
Is this normal for second characters in solo or is this a bug. If bug I'll post it there.
