harbingers not dropping fracturing shards?

I've ran close to 100 juiced maps with 3 x harbinger 1 x regency and 1 x warhoard.. all maps have 80+ pack size and 95-130 iir. i run these maps on eater of worlds and nothing has been dropping. am i seriously just unlucky? up until yesterday i was getting at least 6 frags every 5-10 runs

"Tangential: According to wiki https://www.poewiki.net/wiki/Drop_rate (etc) Harbinger shard drops are unaffected by quantity at least. IIR shouldnt matter for them either. No wonder it's lost, it's in the middle of the jungle!

Just unlucky. Or rather, maybe, lucky before. I don't know what the drop rate is for fracture orbs, but it is fairly rare.
