Ref. # 4175988870: My skills are not getting XP

I am currently playing through Ruthless Hardcore Solo Self-found Normal league and as I made my way through The Coast, I noticed my skills were not getting XP. They are properly equipped on my weapons with my weapons equipped as well. Whether I kill the enemies with my base attack or skills, they don't get XP. I tried returning to town, going to the character selection and entering back, and closing my game and opening it back up, but none of it worked.
