Unable to bind my skills to weapons set 1/2!

I’m currently experiencing an issue with one of my characters. Specifically, I am unable to set different skills for each weapon set. In the skill menu, I don’t have the option in the skills menu to customize/bind skills for Weapon Set 1 or 2, and I seem to be locked to Weapon Set 2.
