Emperor's Vigilance bug/interaction with Corrupted Soul keystone

The Emperor's Vigilance shield has the line:
Damage taken from Blocked Hits cannot bypass Energy Shield

The Corrupted Soul Keystone on passive tree (via Timeless Jewel) has the line:
50% of Non-Chaos Damage taken bypasses Energy Shield

It's my understanding that the first line with "Cannot" should override the second line

However while playing with both the shield equipped and Keystone allocated, I found that damage from blocked hits still seemed to bypass Energy Shield.

I have no perfect way of confirming this, however my character has 75% block and spell block and a sizeable Life/ES pool. What I observed was that damage taken would consistently remove both life and ES - which under those circumstances is only possible if the Corrupted Soul keystone modifier is overriding the shield modifier, and allowing damage taken to bypass energy shield
