Atlas Passive "Twist of Fate" Is Not Modifying Map Crafts

The Twist of Fate atlas passive reads:

"Your Corrupted Rare Maps and any Atlas missions, Map Crafting options and Scarabs applying to them are modified unpredictably when opened"

When selecting a map craft such as "Corrupting Tempest" I have consistently gotten a corrupting tempest. I believe the map craft should also be modified by this passive per the description on the keystone.
