Organ Donor atlas tree passive not working?

I just killed my first metamorph since taking it and there was only one sample dropped.

It worked on the second metamorph, failed again on the 3rd.

On your map or Kirac mission? Atlas passives do not affect the Kirak missions

Regular maps with random metamorph, not using map device crafting.
