Edit: Not a bug, realized the item level was slightly too low Trying to reforge attack on the item below returns "There are no valid mods for this craft on this item". Looking up mod tables on third party tools such as poedb and craft of exile show that the item should have a 100% chance of landing "Socketed attacks have -15 to mana cost".
