Tainted Divine Teardrop Bug?

I just used 30+ Tainted Divine Teardrops on a large cluster and the line "Added Small Passive Skills Also Grant: % Increased Attack Speed" has not changed tiers a single time compared to the other three lines.

I thought it was just me, I tried ~10 teardrops on a jewel and my attack / cast speed mod never moved once

I just tried two on a wand and it lowered a mod once and raised it back up the next time, but the other mod that can be rolled didn't change a single time.
