Asking about cruelty effect.

Hi there,
I'm playing Fire Burst with Cruelty Support, and i took the node " 30% increased effect of cruelty" at "Damage over time mastery" but the icon of the cruelty buff i got when the skill actives only display 40% and the damage that display in Character screen has no change.
