SEETHING FURY BUG?
  The skill does not mention that it was limited to shield only. So I have tested with most of the spell skill gem like lightning warp, cold snap, frost bomb, nothing change. "Offhand" means it applies locally to skills using your left hand gear.
So, shield skills. |

" Not quite. It refers to anything in your off hand. If you are dual wielding, it would apply to either a weapon in that slot. In this particular case, yes, a shield.
